Project Summary
The project intends to develop the existent technologies in the domain of evaluation and certification of environmental air quality conformity, in order to guarantee the implementation of specific EU legislation, transposed in national legislation. This was realised by purchasing high performance equipments necessary for accomplishing new tests, as well as by implementing the proper methods according to the stipulations of the European directives and to the transposed national legislation. This technical development will provide the services of conformity evaluation, necessary both to the public authorities in the process of market supervision, and to the economical agents for accomplishing their obligations stipulated by the directives in the field of environment protection and respectively, of atmospheric air quality.

Project’s Objectives
General Objectives
The project's general objectives were linked to the country's process of EU integration, which was in an advanced stage as it concerns the research domain. The main objective of this project was the capacity and accreditation extension for new work techniques of the physical-chemical testing laboratory, in order to develop the research & development capacity of the Institute, necessary for the surveil of the environmental air quality.
Specific Objectives
The project sets the following specific objectives:
1. To point out certain changes of the environmental air induced by anthropical factors: industry, energy, transport, territory organisation and urban agglomerations;
2. To develop new techniques and modern methods of environment pollution control and of environment surveillance;
Measurable Objectives
Implementation and accreditation of the measurement procedures for certain environment polluants:
1. NO and NO2 measurement by means of chemiluminescence (CL), according to EN 14211:2005;
2. CO measurement using the spectrophotometrical method based on the non-dispersive infrared measuring principle (NDIR), according to EN:14626:2005;
3. SO2 measurement by means of ultraviolet fluorescence, according to EN:14212:2005;
4. O3 measurement by means of ultraviolet photometry, according to EN 14625:2005.

Stage I - Documentation on the methods and equipments necessary for the analysis
of CO, NOx, SO2 and O3 in the atmospheric air, according to the last
European standards in this field
Stage II - Research and experiments in order to assimilate the analysis methods of
CO, NOx, SO2 and O3 in the atmospheric air, according to the European
directives 96/62/EC, 1990/30/EC, 2000/69/EC, (1999)125-2
Stage III - Implementation of the new analysis methods of CO, NOx, SO2 and O3 in
the atmospheric air, in the INCDT COMOTI laboratory, according to EN
14211, EN 14212, EN 14625, EN 14626
Stage IV - Development of the analysis and testing system by extending the
accreditation for the new methods of air quality evaluation. Large
scale dissemination of the project's results
